Cleo Sgouropoulou

Cleo Sgouropoulou holds a Diploma and a PhD degree in Electrical and Computer Engineering from the National Technical University of Athens (NTUA). She is currently a Professor at the Department of Informatics and Computer Engineering and Vice-Rector for Finance, Planning and Development of the University of West Attica (UNIWA). She has also served as Scientific Director of the Institute of Lifelong Education of UNIWA and Head of the Department of Informatics and Computer Engineering.

Her research interests lie in the field of software engineering focusing on the design, development and standardization of Learning Technology and Research Information Systems. She has participated as a main researcher/coordinator in numerous related national and European-funded projects related to e-Learning, Open Educational Resources (OER), learning outcomes, competence and skills modelling for strengthening LLL, mobility and training to employment pathways, Open Data and analytics for e-Research. Dr. Sgouropoulou has published more than 140 articles in international journals, scientific collections and conference proceedings. She is an acting reviewer in distinguished journals e.g. the Elsevier “Information and Software Technology” and the “IEEE Transactions on Learning Technologies”.

Prof. Sgouropoulou has been prominently active in the area of European Learning Technologies Standardization, and especially in the development of information models and application profiles for interoperable Learning Technology Information Systems. She has been a member of the European Standardization Committee (CEN) Workshop on Learning Technologies since 2000, and since 2007 she has been the Head of the Greek delegation of the Hellenic Organization for Standardization (ELOT) to the CEN Technical Committee 353 "ICT for Learning, Education and Training" and CEN Technical Committee 428 “Digital Competences and ICT Professionalism” and the coordinator of the respective Greek Mirror Committees. As a field expert, Prof. Sgouropoulou has been appointed by CEN to contribute/coordinate several of its standardization projects on leaning objects, learning opportunities, learner mobility, learning outcomes/skills and competence information modelling. Her current standardization activity and work focuses on the promotion of digital skills standards and policies and the creation of application profiles of Digital Skills & Competence Frameworks for all stakeholder categories: policy makers, school education, higher education, training and employment. The results of this research work have been published as technical specifications (CEN Workshop Agreements) of the European Standardization Committee and have been presented to the scientific community as published articles. In 2010, Dr Sgouropoulou was elected Vice-Chair of CEN TC353. Prof. Sgouropoulou has coordinated standardization activities on a "European Learner Mobility Model" for the development of a European Norm on European Learner Mobility Achievement Information (EuroLMAI). In February 2011, the EuroLMAI was formally voted by Member States and is now one of the first European Norm in the field of Learning Technologies.

Prof. Sgouropoulou has received more than 1400 citations for her published work. Moreover, her standardization work, published by CEN, has been highly recognised and cited by the Learning Technologies research community.
